I keep a schedule of upcoming meeting role assignments posted as a PDF file on my FTH club website. I want to provide a link to that file that I can use in an Outlook email to my members so they can just click the link to open the file. I have copied the file link from File Manager, but when I enter that link into a browser it only brings up my FTH home page, not the linked PDF document. I do have the file set up as public download. What am I doing wrong. The file link is:

Maybe there's no way to do this and I'll just have to keep a copy of this file in my DropBox account so the link will open the file for my members.

You have the file set to members only. The member would have to be logged into the website to download.
Make the file public.

Also you need to get the download link. Try downloading the file and the link will appear in the popup box. it will look like
https://airlinetrail.toastmastersclubs.org/jdownload.cgi?action=download&path=ALT-TM_Meeting_Role_Assignments_2020_Aug-Oct.pdf
