Are uploaded images using the file manager not accessible to the homepage? Can you tell me how to find the file for homepage images so that I can upload and use new ones? I'd like to copy-paste their url to use in html5 <img> tags. Thank you.

You need to use the image manage in the page editor for images that need to show on pages. Please read the docs on this site

Files uploaded via the file manager are stored in a different location than images used in the home page and other user-provided HTML. Additionally, there are different rules applied for each. Uploaded images are typically low risk/not harmful, are not typically downloaded (referenced in page content directly), can be rotated, can be resized, etc. etc.

Check out the web page tools drop down for the replace images tool (image swapper) for an easy way to swap out home page images.
