I am the VPE for TM6193.org and members drop roles occasionally. I just have a member who said he could not drop a role today (we are within 24 hours of the meeting)

Is this a setting I need to update? I've looked for it and can't find it. I did a search for this issue and didn't find a reply either. I"m sorry if this has been asked before.

A member can drop a role until the meeting time.
You can setup emails to tell TOD, VPEd etc when a member signs up or removes themselves from a role. (Agenda Global setting in admin console)
You can not stop life from happening, all you can do is be informed and flexible.

Thank you for providing information about the notification process after the member drops a role.
However, I asked about the act of dropping a role.
When I tested it myself, I did not see a way to drop the role.

click the X beside the members name on the agenda.

You should read the Agenda Documentation there are lots of hidden gems.
