There are four types of file access: Public, Members Only, Officers Only, and Hidden

You could add those members to a custom email group and send the file to the custom group address
or add a step and upload the file, give it hidden access, then send the link to the custom group

I made the file hidden, accessible only per link. AFA editing for group members, Brian's suggestion of Google drive is spot-on.
