I'm the new VPPR and site admin for our Club. I want to upload a file (excel) and assign access privileges to specific members. I'm unable to find this on our FTH admin console. Nor on this forum.
How do I do this?

Please refer to the documentation here: support.toastmastersclubs.org/doc/item/file-management
There are four types of file access: Public, Members Only, Officers Only, and Hidden

You could add those members to a custom email group and send the file to the custom group address
or add a step and upload the file, give it hidden access, then send the link to the custom group

If the access you require is for your club's executive, then login as admin at the top website settings.
open access settings and you are able to  select specific executive to gain that access. Refer to screen shot attached

FTH only allows the downloading of files. If you want files to be updated by many people you will have to use a 3rd party file management application, Like Google Drive.

Thank you for all the replies. I successfully created a custom email group that includes officers and specific non-officers. I made the file hidden, accessible only per link.
AFA editing for group members, Brian's suggestion of Google drive is spot-on.
