Enable everybody to make adjustments in the agenda

We are the Amazon Irvine Toastmasters club. As all corporate clubs, we struggle a lot to put together the agenda.
In order to improve that, we put in place a system where VPE schedules people beforehand for roles, then they have the option to confirm, the Toastmaster needs to print the agenda just before the meeting. The problem is when the Toastmaster wants to adjust the agenda, so it reflects the confirmed roles, he cannot because doesn't have permissions. Only President and VPE have those permissions. Can we enable all members to be able to modify the agenda?
