Member Profile - photo size

I clicked Edit Your Profile and scrolled to the bottom to upload my photo.
I keep receiving the File Size Error message. It's attached.
How do I "resize the photo to 100px x 100px"?

You picture file size is to large, you need to resize the image. you can use any photo editing software.

That advice did not help. Still having the same issue. Now I got it to upload but it cut off the top of the picture.
I used Accessories>Paint, clicked Resize and although tiny, the pic still does not display on Toasthost.

I will check into this on Friday.
