Member Downloads appear in Public Downloads

Since the update on November 20, we have this problem.
The File Manager in the Admin Console correctly shows private files with a locked icon and public files with an unlocked icon.
Yet every single file (regardless of lock icon) appears in the Public Downloads section.

Club 3021 ddotoastmastersclubs.org has the same problem - as admin, under "File Manager" I see the files that are flagged as public or members only. But ALL files are displayed under "public downloads"

Can you please check on your end and confirm that it is fixed for you.

The behavior has changed, but has not been completely fixed.

Now the Public Downloads correctly only displays files that have been unlocked.

However, I cannot unlock additional files to make them Public.
In the File Manager, click lock icon to unlock, click save, click close. But they still do not appear in Public downloads. And going back to the File Manager again, they have somehow become locked again.
