Adding member to agenda as Site Admin

Hello! I'm a new VPE and Site Admin for my club. One of our members volunteered for a functionary role but didn't log in to sign up for the role. How do I add this person from the Site Admin or VPE standpoint - or can I not do this? Thank you!
