Logged on as Member Able / I do not see Meeting Agendas option

Hello, I am Andrew Barclay, a new user of FTH2 for Deakin University Toastmasters, club #1266432

When logged in as a Member I do not see the Option to create: Meeting agendas / New
I am able to create the supporting Template

How can I change settings / do otherwise -- so I can create meetings at our website?

My browser: Safari 10.1.2

The agendas are turned of in the admin panel.
