I am the admin for my FTH club website located at: speakersforumtm.toastmastersclubs.org/ . One of my club members is receiving this error below and for some reason cannot send emails out to everyone.

"You have been blocked (black listed) from sending emails to this address
(members-9338@toastmastersclubs.org) from sugam.tiku@yahoo.com. Sorry. If you have any questions about this"

Can you please help?

The message is correct another club has black listed that email.
Your site admin can add that email to the block list exceptions in email security in the admin console for your club..

I am the admin. OK. I just added her email address to the "White List" under the "EMAIL SECURITY" tab.

That is not what I told you to do. Please re-read first instructions.
The whitelist will not work as the black list is checked first.

Where is the "block list exceptions"?
Is it at EMAIL SECURITY then ""Crowd-Sourced" Black List" --> "Exceptions"?
