PC from Lagos, Nigeria can no longer access FTH

A member of our club from Nigeria was able to access our club's website  inspiringwm.toastmastersclubs.org/ (Club ID: 7961069) some time ago; however, she no longer was able to.  A couple of weeks ago Brian McDonald was able to open a small window in the IP structure so that her IP 41.184.9.64 is able to access.  Now her IP has been changed to 41.184.255.81 and it no longer works.  I asked that she changes it to a static IP address.  She mentioned that she is not unable to change her IP address myself. She asked her internet service provider to do it. They indicated because she is a retail consumer, ISPs here usually give dynamic IP addresses. The static one is mainly for businesses and organizations and comes with an extra cost.

Can we open a bigger window to address possible ranges of IP addresses that she may encounter, or do we have to keep opening tickets if a new IP address fails?

It now appears that I am not able to access the website from Toronto, Canada either.  The output of  www.whatismyip.com/ is 146.70.198.55 .The error I received is per below with and without VPN turned on.This site can’t be reachedThe webpage at  inspiringwm.toastmastersclubs.org/  might be temporarily down or it may have moved permanently to a new web address.ERR_TUNNEL_CONNECTION_FAILED

146.70.198.55 is a VPN IP used by M247 one of the worst Internet homes for bad boys. 
Tell your club member not to use a VPN

Brian, our member is NOT using VPN from Nigeria. They don't want to use VPN since it cost them money.

I created another ticket for my FTH access issue from Toronto, Canada so as not to mix up the issue with FTH access from Nigeria.
