What dated agenda are you referring to and what role does she have then look if that role has update access to the agenda. No only members assigned roles with edit permission can edit the agenda.

Members can add themselves to to roles that have been set up to allow sign up.

Since you have not provided a date for the agenda and what roles the member is trying to sign up for i can not give you specifics.
