#4182 - couple minor issues

Thanks Brian, that worked. I see it now.

To prevent this in the future, at what point is the project info locked on the agenda? After the meeting date? After the agenda is reconciled? FTH3 would let me change project info at any time, regardless of the state of the agenda. But then there was no report card. I see the option to update project on our future agendas but not on past ones.

For the ClubAdmin and VPEd the Path is never locked as they have to be able to correct history.
For the Member until the meeting is over I believe, it could be midnight not exactly sure.
