Amend Logic: Role Assignment in Pathways Reports

Request:  Amend logic for pathways chosen for assignment of roles

Specifics: 
Currently using  pathway purchase date, so a role which is open on Level 5 of a project may be used for assignment. 
Example:  I had a role for October 5 which I couldn't find in my pathways report card.  Turned out it was on a pathway's level 5 that I was only working on level 2, but, it was the first open role  in order by purchase date

Recommendation: 
Rather than doing by purchase date, do by active levels.   
If I have an active level for a pathway that requires the role, it should take precedence over the other pathways.

Note:  This still will cause errors and mismatches, so it should be paired with the ability to reassign a role to a different pathway/level
