Member Notice Displays on Multiple Pages/Does Not Reappear After Selecting Keep

I put a notice on our website for members and assumed it would appear only on the home page.While testing it as a member, I found that if I do not select Keep or Clear, the notice appears each time I select My Profile, Meetings, or Downloads. If I select Keep, the notice disappears.However, if I sign out and then sign back in as a member, the notice no longer appears, even though I previously selected Keep.

Also, within the notice dismissal box, it says that Keep saves the message to the profile. Since members have a My Profile box at the top of the page, this wording may lead them to think the notice is being saved there.

I found that it actually does get stored on the profile page. Select KEEP and then scroll down to the bottom of the PROFILE Page and there will be a section of notifications you saved.  

I had a member contact me today because he got that message and could not get rid of it.  Pressing KEEP or CLEAR did nothing.  He had to randomly click outside the modal window to get it to dismiss.  I have not been able to recreate it so for now I removed the message.  

Keep definitely got rid of it. But if the idea is to keep the notice for display nextime the member logs in as a reminder, that's not working. It did not display with the next login.
Also clear does what is supposed to.

The notice gets shown ONCE.
If you keep it, it is save in your profile I can see it there
