Club # 7359 Role reports shows roles from agenda while report cards don't

I understand that report card roles are populated from reconciled agendas and not from Pathways, but many of the missing info in our report cards is on the reports we run from our reconciled agendas but is not being pulled to the report card. In the screenshots below I have been a speech evaluator 3 times and a word master 1 time on the member historical role report but it is missing on my level requirements on the Report card even after re-reconciling and recalculating the agendas where I held the roles. This is pervasive throughout our members' report cards and role reports and as VPE I want to be sure it's not a bug before trying to fix it all manually for every member.  I know I have to add some info manually, but things that are on the reconciled agendas and reports should also be on the report cards shouldn't they?
