GeoLocation blocking / VPN blocking?

We have a member that is out of the country for 6-8 weeks at a time.
Our club works for him, as we are hybrid.

On this trip, he is unable to open the site directly, or via VPN.

Doing a quick search showed that there was a thread about locking down VPN.

Are there specific countries that are blocked, and if so, how do I get him to be able to use the site.
I am happy to message you the country.  Prefer not to put it in the thread.

He's a great member, that is keen to continue.  He chose us in part as his toastmaster won't be interrupted when he is off-shore

Yes there are some countries that are blocked because of habitual hacking attempts phishing and spamming, and no i won't say which ones they are. As far as VPN goes we don't block the VPN company but we do block any IP that attacks our servers, and that list gets longer every day.

Can i get him in?

What information do you require in order to allow our member to participate fully?

The specific internet IP. The issue is unless he is using a hotel  or company internet his IP will change often.
We would verify who owns the IP and then decide if we would allow into our network.
