Blocking system of mailing

We have another trouble in mailing system.
Some mail-ID was blocked by FTH.
So please let us know.
What kind of mail-ID or mailer is supposed to be blocked?
What kind of opertion or manipulation was not allowed?
Is there any other conditions for blocking the mail sender?
