I am producing training videos to help the new officers who start July 1 and am still stuck on this topic. A brand new member has all email notifications turned on by default. Does this mean they receive an email each time one of the events occur? Ex. If any member Agrees to the opt-in email, do all members that haven't disabled this option get an email of the acceptance?

No. Think of it as three steps:

1. Is the global setting enabled?
2. Is the notification *relevant* for the member or role in question?
3. Is the notification enabled in the member's profile?

For opt-in emails, they may be enabled in Membership settings, but only relevant to the recipients there (the roles) that are selected to get them. However, per step 3, the individual corresponding to one of the selected roles may override that in their member profile.
