Unable to Upload Files using File Manager

I am logged in as the site administrator.
I went to File Manager and there is no option for me to add or upload a file.
I can only edit or delete the files that are there.

I am hoping to be able to upload forms such as speech evaluation forms and grammarian/ah counter forms etc.

You need to make sure you have the latest version of Adobe Flash loaded. The uploading process depends on it.
