Strange horizontal lines on the screen

To whom it may concern:

Since I got the error message, I submit the same message again.

Please see attached file.
When I move the scroll bar down in What's New window, strange horizaontal lines appear.
Could you tell me the reson and how I correct it?

I do not see those lines on my computer when i scroll down. It is something local to your computer. It looks like you are using Iframes that might be the issue with your computer.

It is an issue with Internet Explorer which you appear to be using. Sometimes it will produce those as an artifact with scrolling elements--I have seen it myself. You can try resizing the element or putting more space between the scrolling element and surrounding elements. Sometimes that will help, sometimes not.
