I am logged in as admin but it will not let me add new members or change rolls.

Here is a link to the documentation for membership management - it explains how to add members and how to assign roles.

You must save members before you can assign a role. You can't type the role in - you must select it from the list.

Make sure you are logged in, I am guessing that you are using Internet Explorer. please check these DOC on how to set your cookies and security.
