File Manager Lock/Unlock

File Manager Lock/Unlock was created by mtrausch
I can toggle a document from a locked stated to an unlocked state in file manger and then hit save. I then check the Public Downloads and the unlocked document is not shown. I can go back to File Manger and the document is shown as locked. The unlocked setting seems to not be saved when changed from a locked stated.

This issue is under investigation.

File locking is being saved, but unlocking isn't working right now.
