Cannot reorder agenda items in the standard agenda template

I am logged in as the site admin and am trying to re-order the agenda items. I tried following the instructions by placing the arrow over the role I want to move but it does not change to a hand like the instructions state so I can drag and drop it where I want to. Can you please help me with this?

If you are using Windows 8.x, there is a known issue with the drag and drop that we are working to resolve.
