VP Ed unable to access club website to set up agendas

Our VP Ed is unable to get into the club website to set up agendas. Does he need Site Admin access to do this, does he need the Site Admin to do this for him. What process should be followed?

To set up Templates the VPPR needs special access which the site-admin will have to provide - see here for how to do that support.toastmastersclubs.org/doc/item/access-settings

If templates exist the VPPR will be able to edit and create new agendas. See here for more information support.toastmastersclubs.org/doc/item/agenda-index

I am Jeff Miller, DTM, Administrator of the site for DTM Leaders Toastmasters, club #692953.
Barry Piatt, DTM, past Site Admin and current VP-Education logged in as a member. He then attempted to create a new agenda. It would only allow me to do the first two items on his template. He couldn't access anything else on the template to do anything other than sign himself up for that role, which he didn't want to do.

As former Site Admin, he tried to sign in as administrator. he could not do that. When he tried to change the administrator to himself, it required a password to do so, which he did not know. When he requested the password, it sent it to the singingtm email address, which, of course is mine.
