I no longer have the pencil icon to edit my agendas, how do I get it back?

I do not have the pencil (edit icon) on the right upper top with other agenda icons. I used too and now I cannot add a member for a role and he is having trouble logging on to the member's webpage. How do I get the icon pencil (edit button) back?

If you are logging in as a member, you are not listed as the VP-Ed.

If you are logging in as an admin, scroll down the bottom of the page and click on the link: (Click here to reload website from server.)
