If one of the admins is an officer, he/she could be given access that way. The only module that can't currently be shared is the Website Settings (admin console) module - perhaps this is an argument to add multiple access to the Website Settings module. Perhaps the access setting should extend to Members designated Other Officer?

Website Settings module access cannot currently be delegated since it would give access to the admin and access settings tabs, which would make this whole conversation moot.

However, in the dev code, I have implemented a workaround. In FTH 2.3, you will be able to delegate access to Website Settngs (but not access the admin or access settings tabs that way).
