Link requires login

I set up a link from a title to a pdf in Public Documents. It worked for me, but a member tried to use the link and it said she couldn't open it because she wasn't logged in. Is this the way its supposed to work? If so, is there any way to link to documents without logging in. Or, have I done something wrong (I copied the URL link from the document, pasted it with the link icon, etc.).

You need to make the pdf file public or your members have to log in to access

I did unlock it, is there something else I need to look at? Sorry, I'm pretty new at this.
