Link documnet in file manager to a heading on home page

Dear Free ToastHost support
Our VPPR is on leave; I am the current President of our Club.
i have loaded a document within our 'file manager' on our Clubs' website. However, i cannot remember how to "Link" this to a headig within our landing page of our website. can you please instruct me how to have a live like on the home page to a document within file manager?

Thank you Steve, but I have loaded the document within the 'file manager', but I would like to link the document to a heading on the Home page. I'm not sure how to link the two.
