agenda email reply option

Hi. I sent an agenda email to club members, with the reply option set to <Sender, VPE, Toastmaster>.
When I received the email and clicked reply, the TO box listed email addresses for ALL members instead of just the designated three people.
This is my first time using this feature.
Is there a problem or do I need to do something else to make this work as expected.
