Not Seeing Members in List to Assign Roles

Hello! I'm new in my role and am trying to get our site up and running. The first thing we'd like to do is get our future agendas on the site so people can sign up for them. Right now, we're maintaining them on an Excel spreadsheet. I've created the agendas just fine, but I am not seeing any drop-down list to select members?

I'm sure it's just a training issue, but can someone please help?
