A new club is forming - Macomb Toastmasters - 6104644 - and would like to begin using a FTH site if possible before the formal chartering with 20 members. Can we get a FTH Website for this club that is starting up?

Yes you can, as long as your club has submitted an Application to Organize, which it appears that you have, since you already have a club number.

Right at the top of the standard application form for a new website ( www.toastmastersclubs.org ), there's a link for unchartered clubs. Use that one.
