Hello,
I have updated the preferences under the contact admin.
I have lowered the spam Assassin settings and unchecked the is spam option and enabled the contact email
yet I am getting message not delivered and is spam
Please advise.

The spam assassin settings work in reverse - 3 is the "strictest" setting. One of your messages came through at 3.7. I think the others failed before you had changed the other settings.

Thank you for the fast response and the tip.

I would like to have a response do to the sender of contact-3279@toastmastersclubs.org with a short reply "thank you for contacting us if you want to call us here are our contact number"
Is this achieveable?

What you are talking about is essentially an auto-responder... we do not do those given the potential for the auto-responses to be perceived as spam (or a run away auto-response...two of them responding to each other). Also, given that your phone number can just be listed on Find a Club that many people use to find a club, I think you should just put it there.

If you really need this, then I would advise that one of the three contacts be a dummy member that has a free email address w/ rules (e.g. gmail) that can handle it.
