Linking File Manager File to Custom Web Page So It Opens In Browser

Hello - I've created a link in a customer web page (Executive Committee Meeting Minutes) to a a file in File Manager. As I'm trying to avoid folks from having to download the file to view it, I've followed the instructions of replacing "action=download" to "action=inline" and it's still downloading the file. I've even deleted the "action=inline" and it still downloads. Any suggestions?

To view anything on the web your computer has to download it.
What is the link you are referring to?

This link to a test file I've placed in our "Executive Committee Meeting Minutes" members only section. It requires a download vs being able to view it.

Doc files have to be download to be opened by Microsoft word.

Try a PDF.
