Agenda Comments Feature Problem

We've had problems with people leaving comments on a meeting agenda and that comment sticks around for all following meetings. The only way to remove this comment is for the administrator to sign in and remove it manually. Is there some way to allow the VPE to edit the comments? Why do the comments appear for all following meetings and not for the current meeting?

The note from Elizabeth appeared on multiple meetings (as well as other removed instances):

This meeting in the future shows a comment that was clearly written in the past:

Do you create future meeting agendas from past ones? I am wondering if the meeting notes are just getting carried forward during the copy and not getting cleared out.
