Is there a way for the Toastmaster or Secretary to note who has attended each meeting? Or is it up to each member to click the attendance box?

Attendance tracking is part of the Agenda.
The VPEd and the site admin can permit any officer (max3), or Agenda role to update the Agenda and that gives them permission to update the attendance.
