Assign member with no email to agenda role - new opt in process bug

My club is doing a joint meeting with another club. I have added "Club_Oradores_Guest" as a member to my membership database so I can block off the space for them on the agenda.

Since this record has no email address, how can the validation be completed without an email?

The website admin gets the opt in email if the member does not have an email address.
