Opt in Resend won't work

Hi,
One of my member can't access the website - and also not reset anything. I figured this has to do with Opt in Message, and want to resend it. But I am not able to select any person to resent Opt in. Please advice on 1) whats wrong with my Opt-in- email option 2) how can I get a new login/access for this member.

All your members have opted-in.
Did your member click on the accept cookies at the bottom of the club website before trying to log in?
