Agenda emails not sending

I am the webmaster for Sun Life Club #2352 (slt.toastmastersclubs.org).
Our club's president has been experiencing problems when attempting to send the agenda emails from the agenda page - she enters the email text and clicks "Send E-Mail" and nothing happens. This happens whether she attempts to send to all members or to another group.
I already suggested to wait longer for the confirmation, but it doesn't help. She was able to send emails until about 2 months ago, and this is something new. The emails work well for me and other members.
She is using Chrome and ensures that her pop-up blockers are disabled. Are there any other settings on her browser or computer that may impact this feature? Are there any other suggestions for ways I could support her and help her fix this issue?

I just logged in as Cindy and sent the agenda and it worked using chrome.
Depending on the day of the week and the time of day it can take a while for the email sent popup to show. (up to 5 minutes)

Brian, thanks for checking. I received the agenda email that you sent using Cindy's login.
Since I have already checked that her user is set up correctly and that it works on Chrome, and we have already attempted to wait for a very long time, is there anything else that you can suggest that may be blocking emails from being sent? Is there any specific setting in Chrome that may exist in Cindy's browser that we need to check, and may not exist in yours? Are there questions we may need to ask her ISP? Could emails be blocked by anything else?
