Agenda Email Settings

We had a member take it upon himself to email the agenda to all the members without officer approval. I don't think I need to go into any detail of why this was inappropriate behavior for our club. My question is whether there are any admin settings to control who has access to email the agenda. I looked through ToastHost and couldn't find anything. I know there is security in place for editing the agenda but apparently not for emailing. Is this correct or did I miss something?

We have never blocked sending out agenda emails. Not even in FTH version 1.

If you want some access controls for this please post an improvement suggestion.
