The Membership Management Tab

The Membership Management Tab used to appear on the left navigation and has disappeared. Now I can only access by signing in as a site admin. Is there a way to fix this so that officers can access it through their own accounts on the navigation bar?

When a member logs in they use the "Edit Your Profile" link in the member menu to change their personal information.

Membership Management is used to add and delete members. It can be delegated to 3 other officers besides the site admin. The site admin has the control over this feature.
