New Officers and Accessing the Admin Login

I have been the Site Administrator and have checked which officers can access which parts of the Administrative Login.
How do I instruct these officers as to how to begin the login and access the council?
They say they are not able to.

They log in with their name and password.
They will see a link on the left menu for the parts of the website they have access to.
