E-mail subject not loading with e-mail template

Even though I have checked the box to "nclude Email Subject in Saved Email Template," when I load the template the Subject field is blank. I tried both as member and admin and even did the reload site from server to be thorough.

I created the following templates, and when I load each one the e-mail subject line is not filled in:
Dues final notice
Evaluation team reminder from GE
Field test
Next week's meeting needs you (guests version)
Speech project information reminder
Thanks for attending last night's meeting
Next week's meeting needs you (members)
