Uncooperative website admin

Greetings,
I am the President of my club and I need help getting accessing our club website as a website admin. The person who currently is the admin will only give me access through my personal log in verses having complete admin access..When I ask him for the login he told me he could grant me access to make basic changes within the website using my personal sign in. This individual is no longer a member of my club.
I was in the process of making a request to change admin login but I read 3 emails would be sent including one to the current admin. I was afraid he would try and block it once he received the request of change. My question is what can I do? I really need to have total admin access and not what he feels like I should have access to.

Submit a change request. www.toastmastersclubs.org/change/
As one of the approval emails will be sent to the TI find-a-club contact which is you, you can approve the request immediately.

The request will also go through to the person listed as your contact on Club Central (TI). Let that person know when you send the request so that they can authorise it as soon as they get the request.
It is recommended practice to only have one person as the website admin.
