Not able to access our club site (*.toastmastersclubs.org) from Brazil

Hi, our site is not being accessible from Brazil (message: the site can't be reached). However, when trying from a freeVPN service, our colleague was able to browse the site. What can we check? Our site is afteroffice.toastmastersclubs.org

Brazil was blocked because of the unbelievable amount of spam that originates in Brazil.
I have removed the block for now but it maybe blocked again at anytime.
