ip address range blocked

I represent the Internet Service Provider located in Toronto, Canada.
Our customers do not have access (connection timeout) to all toastmastersclubs.org sites on the ip-address 50.19.253.65
from the range of our ip-addresses:
38.117.100.0/23 and 38.117.110.0/24.
It seems blocked at your side.

The support.toastmastersclubs.org on the ip-address 34.237.161.9 is available.

PSI net was blocked for excessive email spam, I have removed the block but it maybe blocked again at any time if we receive more spam.

Could you please clarify that you blocked entire network 38.0.0.0/8 instead of SPAMer ip-address?

Once we receive more than 5 spammer IP in a network we shut it down. and you are wrong we didn't shut down the /8 only the /16. We are a small group and don't have the resources to manage your network abusers.
