Email from club to members keeps going out

Our Club Secretary (Seminole SPC Toastmasters 5899) sent out the meeting minutes using members-5899@toastmastersclubs.org. Members are receiving the email over and over (at last count 35 over one and half hours)

I can't see why it is happening or how to stop it.

I would appreciate any feedback.

The File she has attached is TOO LARGE and keeps trying to send from her email client.

She need to delete the email from her outbox.
