Unchecking disable box for member only features does not register change; check reappears on return to page, no change to site.

I am not seeing an issue. Please click the reload link at the bottom of the screen and see if that makes a difference.

Your site admin has chosen to HIDE all of the links as well. Please look at the appearance tab and remove the ticks to HIDE the menu items.
