Agenda task bar not visible

I created a meeting template and want to set up the first agenda.However, I'm lost (near tears!). because I can't even find the Agenda task bar to create the agenda. I am the Admin.

Someone hid the agenda link in the website appearance tab in the admin console.
Click on the link in the member menu and click the + to add dated agenda.
