We've been having a similar issue:

"jeff@jeffholman.com was skipped because it has previously bounced too many times"

Freethought Toastmasters Club 6913

Please help if you can. Or is this something I can resolve on my own?

Please don't jump on anothers thread. Their problem is not yours and yours is not theirs.

FTH is not blocking his email server. His email service is blocking email from FTH

I have reset the bounce count, but unless he removes the block at his end their is nothing we can do.
The Bounce Count for Email Address [jeff@jeffholman.com] has been reset to zero.
